"Connect" or "Stay Offline" box still here!

I've run through every possible place, file, etc. to get rid of this box that
pops up all the time on our computer and still it's popping up whether we're
connected or not. It's linked with IE(I have version 6) and when I just
connect to the internet but haven't opened any browser yet, then try to click
IE, it will not open until I've clicked "Connect" on this box. After I click
"Connect", it takes me to the login page for the Msn passport. Where can I
go to stop this from happening every time I get onto the computer even when
I'm not connected? Everything in the "File" list is fine. "Work offline" is
not checked. No web pages have been saved to be used offline. Cookies and
web sites info is cleared after we leave IE. Temp Files is emptied after we
leave IE. No other account on this computer (with Windows XP) has any home
page set from a web site. Why is it always taking me to the login page? I
don't always want to log in!

Clarify please...

Is MSN your ISP?

What's set as your homepage?

Does this only happen on your user account?

Does IE want to connect to the internet every time you logon, even if you're
not doing anything internet related?

What type of connection? Cable, DSL, dial-up?

What programs are open when this happens?

Don't delete any cookies from MSN, Microsoft or Passport.

Here's the deatils you asked for:

1)No MSN is not my ISP. I'm using a local one in NC.

2)My homepage is currently set as a blank page.

3)This happens to everyone's account. I have three children, ages 17, 17
and 20 here with accounts and their is also set to a blank page. I asked
them to do this until this problems is cleared up. The only account that
doesn't have this box popping up is the guest account. It never popped up
when I was in the account last weekend. I wasn't in there very long, though.
Just long enough to change the home page to blank, do a system cleanup and
clear out any saved web pages.

4)The box that pops up has a small e in blue with a tiny red x at its bottom
to indicate that IE wanted to connect but wasn't able and since it couldn't,
would I like to see that web page I requested by connecting. I am not
connected at the time it pops up. The answer is yes, it does want to connect
to the internet every time I log on, even when I'm not doing anything
internet related.

5)I have dial-up. DSL and cable are not available out here in the boonies.

6)When this happens the only things that are open are that box. I haven't
even had a chance to open anything. It just comes up and asks me if I want
to connect even when I do not.

Why is it all of a sudden causing this even though I've always tossed out cookies, and cleared out personal info gathered on my computer after being on the web?

I like Frank's suggestion
"Don't delete any cookies from MSN, Microsoft or Passport."

Other thoughts...
It sounds like a program associated with MSN or Passport is loading at
startup and wants to look for updates or connect for some other reason.
Something like MSN Messenger, the MSN Toolbar, Microsoft Money.

Look through MSCONFIG> Startup
or Start> Run> MSINFO32> Software Environment> Startup
Unknown items can be researched via google or another search engine.

Also, maybe, Internet Options> Connections, try another option under
* Never dial a connection
* Dial whenever a network connection is not present
* Always dial my default connection

Well, I've been trying these suggestions and they aren't changing it at all. It's been more than a month putting up with this thing and weeks of trying to get rid of it, but it's just not going away. There's something in MSN or IE that's putting it up there as soon as anyone logs on at the main log in window in Windows XP. Is it worth it to remove IE, then reinstall it again or would that not help? Take out MSN browser? I'm running out of options as well as patience with it. Could it be one of the updates to IE?

Take out MSN browser? I'm running out of options as well as
patience with it. Could it be one of the updates to IE?

Thanks you! Thank you! I've downloaded the Spybot and it's been handling things very nicely. That Winfixer program is a menace! It still tries to get in but between Spybot and Trend-Micro, it's no longer able to get through. Spybot is catching things Trend-Micro doesn't, so it's all good now and that box is nowhere to be found now! Thanks for the help and sorry I was such a pest. I was being pestered and I hate that!

I've dumped all but the most recent restore points after cleaning up behind
us when we're online. Doesn't help. If it's worse when we first get into our
accounts, it's coming from within IE while it's trying to go through the
startup programs. There's something wrong with IE. I've taken it out, then
had to put it back in because a necessary web site may be needed and isn't
available with any other browser. Many are still set up that way. There's
something wrong with IE. Any theories?
