Connect computers to a domain

I need your help.

I have many computers that one engineer needs to connect
to our company domain. I want to assign him an account so
that he can configure a computer to access the domain and
automatically create the computer name in the domain.

What permitions or group the user must have to do to
acomplish this.? (not administrator)

Then he'll need administrative privileges on the local machine and
either domain or OU admin privileges.
