There are many such questions in the search results, but not a solution for
Vista, but for XP only.

The solution of putting the program into your startup list should also work
for Vista. I use the same technique to have programs load and run
immediately when I boot my Vista systems.

I do not shut down my computer, but send it to the hibernation.
Even if I shut down my computer, having a program load and run immediately
when I boot my Vista system would just bring up the "Dial-up connection"
window, not connect automatically. I would have to click "Connect" manually
in the window anyway.

I never used a PPOE connection from by desktop after I installed Vista since
I by then I had a router. I just remember from my XP days that I never had
to connect PPOE manually on either a boot, a restart or when coming out of
sleep mode.
