Configure outlook everytime open outlook

Pardon me posting to crossed groups. I don't know which group I shall be
posted to.

As I suspect it is related to gpo but it is also outlook, but also relate to
logon script in server.

This happened out of the blue, without anything had been changed that I am
aware of.

When logon to a client m/c, everytime opening up Outlook 2003, a popup box
saying Configuring Outlook and also say creating welcome message. Then
another popup - Check name with a message saying 'Microsoft office outlook
does not reconize administrator (yes, I logon as administrator and the
system doesn't reconized it).

Is this related to gpo or logon script or outlook ? I have no idea where to
start. HELP

The administrator account has a mailbox? And do you always use the same workstation
or different?
