Conditional formula help

I have 3 conditions that need to be incorporated into a single formula
The different conditions are highlighted in different colors.

basically i need to apply a growth rate to a starting value.

the rate should only be applied in december and prior months shoul
gradually move towards that december value.

but if the year is 2004, it should get the data from below.

each month the data is shifted and instead of going in and manuall
adjusting each formula, i was wondering if anyone here can help m
create one that will do this automatically.

I think this will lead to a circular reference.

I've spent all morning trying to figure it out.
