Conditional Formatting

Can I set a conditional format for a cell which is determined by the data in
a different cell.
The cell I want to use as the determining factor has an IF statemtent in it.
If the IF statment results in X, I want the cell next to it to have a
boarder and no fill so the person filling out the information on line sees
he/she needs to type in the box.
If the IF statment doesn't result in X, I want the cell to have no boarder
and be the same color of the background so the user won't type in there.

The only thing I've been able to figure out is formatting a cell based on
the data in that same cell!

Assuming A1 has the IF formula.

Select B1 and Format>Conditional Formatting>Formula is:

=A1="X"

Format with the border. Use the format painter to format other cells in a
range if need be.
