Computer Policy Issues...

I have an OU with about 30 machines in it and one machine seems to be not
excepting the machine group policy settings but other machines in the OU
are. I am applying SP4 using GPO and all other machines are taking it but
this one. For whatever reason, the machine boots as normal but does not
accept SP4 even though it should. I have tried moving it to a sub OU but
that did not work. How can I monitor whether or not a machine is accepting
the OU's policy. Second, is there anywhere on the local security policy
where you can block all domain policies making the local security policy
"GOD" so to speak. This has to be a machine issue as no other
machine/workstation is giving me issues.
