Computer not accessible on 98/XP Home network

Hope you can help:
Running Windows XP on new machine and trying to get it to work with existing
home network of Windows 98SE machines. From XP machine get "\\Computer not
accessible. You might not have permission to use this network resource"
error. From 98 machines everything looks ok and can access shared files on
XP machine.

Have tried following:
1. Installed NetBui on XP machine
2. Can ping XP machine to its own IP address
3. Cannot ping a 98 machine from XP machine
4. Have reset TCP/IP stack on XP machine
5. Have checked guest account on XP machine is there and working
6. Have worked through Troubleshooting Home Networking in Windows XP article

Any suggestions would be very welcome.

The thing I picked up from all your information is the
inability to ping the other machines.
Have you checked in case the xp firewall is activated on
the LAN connection?
Is the network adaptor onboard?
Is it activated in the BIOS?
Is it working ok in device manager?
Can you try another network adaptor?
Pinging is the most basic of test. If you cant ping you
wont be able to connect to the network.
Is the XP machine on the same workgroup?
Have you assigned an IP address in the same range?
(Sorry if you have tried all these things)
I hope some of this helps.

Correct but can ping into the XP machine but not from it

Firewall not active

Yes. The LED's on it twinkle!!
Is it activated in the BIOS? Yes

Is it working ok in device manager? Yes

Can you try another network adaptor? Maybe

Have you assigned an IP address in the same range?
Using DHCP but IP addresses seem to be fixed at 169.254.245.1 and
169.254.221.92 with same subnet mask

Found the problem - the Norton Personal Firewall was enabled on the 98SE
machine.
