Computer No Longer Goes Into Standby

For years I have set my computer to go into standby when unused for a period
of time (30 minutes) for some reason it has stopped going into standby.
The monitor goes to sleep and I can hear the hdd attempting to disconnect
but it will not go into a complete standby state.
If I click "Start\Turn Off Computer\Standby" it still will not go into
standby as it did several weeks ago. I have another computer set up
essentially the same way and it continues to function as I have set it up.
I am at wits end to figure it out. I can usually find the cause to these
little inconveniences but this one has me baffled.
I am beginning to suspect a hardware problem i.e. power supply or what ever
hardware is involved with the sleep state.
I would like some suggestions for things to look for.
Intel D850MVSE motherboard P4 with 1gig of ramous memory SCSI hard drives
which all work find. WinXP SP3 etc.

Unplug all the external device (except mouse,keyboard and monitor)and then try

if that does not work then

->Try to disable all the device under device manager and check

-- device that you can disable
network adaptors
- sound card
- parallel and serial ports
- printer (if listed)
-USB (if your keyboard and mouse is not usb)
donot disable the display adaptor(standby will not work if u disable the
display adaptor)

if u are able to use the stand by the try to enable them one by one and
restart the computer to check which one is creating the problem

Try to uninstall and re-install the display adaptor

That might fix the issue

I have just learned that if I log on as the administrator and allow my
computer to remain idle it will go into standby (sleep mode) and come out
with either keyboard activity or mouse movement.
It will not perform in the same way when logged on as myself.
This pretty confirms it is not a hardware issue.
No sure what to look for next but don't believe the display adapter has
anything to do with this recent performance problem.

It almost appears that a file has been over written in one specific user
account.
Is there a common file that windows uses for activating standby mode??. If
there is would replacing it likely correct this problem.
