computer doesn't fully restart

Running windows xp pro on gateway computer. When I go to
restart windows acts normally and saves settings shuts
down etc. But the computer doesnt ever restart it just
sits in some sort of a stand-by mode and the monitor shuts
off. What can I do to fix this?
