compatability mode?

Is there a way to add "Compatability mode" to a Win2000 PC? A friend of
mine is trying to run an old Win98 game. The game runs the cut screen and
bombs out. I suggested he run in Compatability Mode, but he doesn't have
the option. After checking on some PCs at my work, it appears the only PCs
with Compatability Mode are those that dual-boot. If the PC is pure 2000,
either upgraded from Win98 or on a blank drive, there is no Campatability
tab on the Shortcut properties. But, if a PC is dual boot, it is.

Is there any way to add Compatability Mode? Alternatively, does anyone out
there know how to get Star Wars Pod Racer to work in Win2000?
