comand prompt using the CD recovery console

Hi i have some pretty basic questions and need answers so it can make some
sense.
I need to boot up using my windows CD to get into the recovery console.
Where do I type the following? Here are the instructions:

From the command prompt in Recovery Console type

reg query "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon" /v userinit
1-I am NOT supposed to include the "...... do I?
2-WHere am I supposed to type this? After which of these?
c:\> or c:\>windows or c:\>windows\system32 ???
3-Are there any 'spaces' at all between those words or quotations marks, or
anywhere there? I have guessed but nothing works.

That wont work in the Recovery Console. There is no way to query or
edit the registry from the Recovery Console. If you want to edit the
registry you have to do it from another Windows XP installation or you
have to use a PE boot disk.

Where did you get these instructions and what is your mission/problem?
