COM1 being used by another application

Can someone help me determine which application is using my COM1 as this is
the only one on the machine and I need it. I can't figure this one out. Is
there some kind of application or some command line to reset the port or
something like that. restarting, changing IRQ and other things didn't help.
I have changed the setting in BIOS to and still being used. I have removed
it from device manager and still the same. HELP!

All internal modems have their own dedicated COM port.
Based on which BIOS COM ports are enabled, determines
what IRQ and base address the modem takes.
Com ports are multiplexed. Com1 and Com3 are shared,
but use different addresses. Com2 and Com4 function the
same way.
Older PIM's (Palm, etc) connect with COM ports and the
Hot Sync Manager will be configured for Serial port use.
Newer PIM's all use USB to specifically avoid the type of
issue you are having.

so how do I figure out what is using the port. the sync software was removed
a year ago.

Open MMC ( Right Click My Computer,Left Click Manage).
Click Device Manager, Click View, Choose (Click) View
Resources by Connection. Click the + Besides Interrupt Request
(IRQ) and locate your Com Port in the list.
