Color in cells

For some reason I cannot fill color in cells and cannot change the color of
fonts in cells. I can change borders around cells or groups of cells, but no
cells can be filled with color and I cannot change font color in any cells.
I have tried repairing Office 2003 and have tried reloading Office 2003, but
neither action has fixed the problem. What is causing this?
