cold boot problems

Ok when I re-boot or re start I have no problems.

Now if I compleatly shut down the computer it will not reboot it stops
before the mouse or monitor or keyboard becomes active. If i pull the cmos
battrey it will boot as normal but I have to rest the clock.
I was told to just try to hit reset instead of pulling the battrey but it
dosent work I tried HELP Please the window is starting to look good

Swap out the power supply for a known-working one and see if that solves
the problem. If it does, replace the old power supply.

Ok it is not the power supply I went to bios and changed the c mos video
settings to halt on no errors from halt on all all errors.
there is probably some thing wrong with the video this action was a partial
fix it now reboots but sometimes I have to try then if unsuccessful shut off
then back on the second time it works.
