Code 10 and external hard drive (USB 2)

I screwed up a drive replacement, so decided to use the spare as a USB 2 external storage. I got the case, formatted the drive, plugged everything together and switched ON. The drive light comes on BUT the USB controller says:-
USB Mass Storage Device, cannot start, Code 10.
A vigorous search of Microsoft sends me round so many circular routes with NO Code 10 solutions, that I have given up on their 'support'.
Advice, please. The drivers appear to be correct but the suggestion from MS is that a fix is needed, maybe the SP1 pack for Win XP, Home. This got installed a few months back, but maybe got screwed recently and now won't download a second time. Any ideas?

Thanks Colin,
On (1) had already been there and done it (twice). On (2), I got as far as 'Insert CD in drive' but was told
that there was nothing newer than existing. (3) has the most intriguing comment - if at first you don't succeed, plug/unplug until you do!!! Anyway, some of that last is happening.
After several attempts, the Advanced manager now has the following:-

"NEC PCI to USB Enhanced Controller (B1)
Controller PCI Slot 2(PCI bus 2, device 10, function 2)
Root hub [previously unknown mass storage device]
USB Controller
Standard USB Host Controller
Location 0
Unknown Device

The 'Unknown Device' is an 80 Gb Maxtor in an 'iBuddie' USB 2 external case, independant power, with hard drive light 'ON' but not the data transfer. HDD Health 'sees' the two proper installed Maxtors and the unknown!? but only quotes disc facts for the first two, saying nothing about the external - no size, platters, temperatures - none of the START factors given for the first two drives.
I wonder whether configuring this external drive as a 'master' with the jumper pin might be the cause of this?
Anyway, I am still lost, bothered, and quite exhausted by all this brain activity and zero drive activity, despite the drive humming merrily to itself whenever it is powered up and staying happily on but incommunicado! HoHum - NOT my idea of a Santa visit! :)
Any further thought? Been back around MS support - a broom handle gives more than their site!

I'm just off for a week travelling but here is something to look at...
I wonder whether configuring this external drive as a 'master' with the
jumper pin might be the cause of this?

I doubt this is the causet. The USB-ATA/IDE interface electronics in the
external enclosure should hide that kind of stuff from the USB side.

I think you might be missing some S/W that came with my USB 2.0 drive (eg
the Open Host Controller possibly - see below)?

I'm also using a PCI USB card. In the device manager under USB I have...

NEC PCI to USB Enhanced Host Controller (B1)
Properties->Driver says it's version 5.1.2600.0

NEC PCI to USB Open Host Controller
Properties->Driver says it's version 5.1.2600.1106
Properties->general says "Location PCI Slot 2 (PCI bus 0, device 6,
function 0)"

NEC PCI to USB Open Host Controller
yes another copy but this time...
Properties->general says "Location PCI Slot 2 (PCI bus 0, device 6,
function 1)"

USB Mass Storage Device
Properties->Driver says version 5.1.2600.0)

For the onboard USB controller I also have 5 copies of...

USB Root Hub
Properties->Driver says it's version 5.1.2600.0

and three copies of...
VIA Rev 5 ot later USB Universal Host Controller
version5.1.2600.0

Also... The device manager has an entry for the external drive under "Disk
drives"... My USB drive is listed there as "WDC WD12 00JB-00CRA1 USB
Device". I can right click it and get properties.
