Clients Do not receive 2003 TSCALS

Hi,
hope someone can help.

I have a Windows 2000 domain with a Win2K DC and a Windows 2003
Terminal Server. I have recently just purchased 25 per device 2003
TSCALS. I have activated my 2003 licensing server (on the Terminal
Server) and have spoke to Microsoft clearing factory to activate the
licenses. However, when I try to connect one of my clients, I get the
following error message:

"The remote session was disconnected because the local computer's CAL
could not be upgraded or renewed."

Looking in my Licensing server, I can see all 25 of my licenses with
none of them being leased out. I also see 36 Temporary licenses
leased out.

Does anyone know why this is happening?

Did you force on the TS registry the Licensing server it should look for
(itself)?
Did you remove the old Windows 2000 LS?

Hi, thanks for the quick reply.

There is an update on the situation. The person who purchased the 25
per device TSCALs isn't sure if he made a mistake or not. On the
licensing server, the 2003 TS server is showing as having 10 Windows
2003 PER USER devices and 15 Windows 2000 per device licenses.
Irrespective of the number of licenses, my main question is now:

Why are the clients not picking up these new PER USER licenses?

If you only have a 2003 TS, and no 2000 TS, then your 15 Per
Device 2000 TS CALs are not going to be used. Seems like someone
really mixed up, both the type and the version of the licenses. I
don't really know what you can do now to straighten this out. You
could try to phone the Clearinghouse again, explain the situation
and ask them to reissue all licenses, but this time the correct
type and OSversion. Not sure if they'll do that, though.

If the Terminal Server (not the Licensing Server!) is set to use
"Per Device" licensing, it will look for a Device TS CAL and will
not issue your Per User TS CALs..
You can check this from Administrative Tools - Terminal Services
Configuration - Server Settings

Check this article, it explains that even after you have
switched licensing mode on the TS, your Per User TS CAL count will
not be decremented:
