Client-Only Rules still querying exchange server

Hey,

How do you make client-only rules work for the machine only WITHOUT them
being uploaded to the exchange server?

Surely if they are running on the machine only you should be able to run
them FROM the machine only?

I know of the 32kb limit on rules, whcih is frustrating but fine, but surely
this shouldnt apply if i store them on my machine.

This is in outlook 2003.

if it wasnt clear, i want to make my rules work without them having to be on
the exchnage server, people who dont use exchange server must still be able
to use rules right? couldnt i do the same thing?
