Clicking File Folder defaults to "Search" instead of "Open"

For some reason, when I double-click to open a File
Folder, it is defaulted to 'FIND' and opens up a search
box instead of opening up the folder. I looked under
the "Edit File Type", and sure enough, there is
only 'Find' listed. I want to add 'OPEN' and set it as
default, but I need to know the program that controls the
open function (i'm assuming it's a .bat file?)

Can anyone help me here?
