Click on programs and nothing happens

Hi,

Hopefully someone will be able to help me. I am trying to fix a problem
on a friends laptop, I'm not sure on the the running specs but it is a
Toshiba Satellite running Windows XP Home.

Every now and then (acually quite frequently) I would click on an Icon
on the desktop or in the Start menu and wait.... But nothing would
happen. the mouse is still useable but cannot open anything or shut
down the computer.

Hope someone can help.
