Chkdsk loop in Win XP

Greetings. I have a problem with chkdsk and Win XP. Recently every time I reboot my computer, chkdsk is run as part of the boot process. When I try to use Disk Defragmenter, I receive an error message that chkdsk is scheduled to run, and advises that I run chkdsk /f. When I try to do that, however, I then receive an error message that the volume is in use by another process. Does anyone have an idea how I can resolve this issue? Thanks for your attention
