Could you be a bit more specific? What do you mean cannot decipher? The text
is not ledgible, you don't read Chinese?

You may need to go Control Panel==Clock, Language & Region==>Install or
Uninstall Display Language. I think it might do it.

There are a few Chinese scripts, simplified Chinese, etc.

Were you trying to install the Chinese version?
If not uninstall it, download and install the version for the language you
want.
