"Check for new versions of stored pages" disabled

On machines where I have MS AntiSpyware installed, if you
click Tools>Internet Options and under "Temporary Internet
Files" click on Settings, the feature to set for "Check
for newer version of stored pages" is set
to "Automatically" and the option to change this is grayed
out.

On my machines that do not have MS AS installed, you can
change this setting.

I have a user who accesses a web site that requires this
setting be at "Every visit to the Page."

For the life of me, I can't figure out how to change this?
Any ideas?

No problem here. WinXP SP2
