Changing view in the folders ...

I just purchased a new laptop and I want to change the view in the folders.
In my desktop computer, also with XP, when I open lets say the Control
Panel, on the left hand side you will find ... a section that says Control
Panel and below that Switch to Category View. Below that is another box
that says, See Also. Below that in the box is, Windows Update and Help and
Support. How can I get this view on my laptop? I cannot remember how I did
this with the Desktop computer. There are also, at the top of each of the
two boxes on the right side two or double arrows pointing up. I hope I've
explained myself and thanks for any help.

That is called "Common Tasks"

To display links to common tasks in folders:

Open Folder Options in Control Panel.
Click Start, point to Settings, and then click Control Panel.
Click Appearance and Themes, and then click Folder Options.
On the General tab, under Tasks, click Show common tasks in folders.
