I have Two DC in the same forest. trying to tranfer the domain naming
master role on another DC which gives an error as below. from the error It
seems Global catalogue server tab should be enabled which is already enabled
on both the server i.e

fsmo maintenance: seize domain naming master
Attempting safe transfer of domain naming FSMO before seizure.
ldap_modify_sW error 0x35(53 (Unwilling To Perform).
Ldap extended error message is 000020F1: SvcErr: DSID-0321016E, problem 5003
(WI
LL_NOT_PERFORM), data 0

Win32 error returned is 0x20f1(This directory server is shutting down, and
canno
t take ownership of new floating single-master operation roles.)
)
Depending on the error code this may indicate a connection,
ldap, or role transfer error.
