Change the default time for follow up flag from 5 pm to 8 am

The default time for the follow-up flag is set to 5 pm. Most people are not
in the office that late. When logging on in the morning, the flag never
appears since it appeared the night prior. An earlier time would be more
helpful. I do know the time can be changed, but it is a manual process and
frustrating.

The only way to change it is to change the End Time of your Calendar Work
Week. See KB article 241826.
