Change refresh rate

I have just added a flat screen and at first I could only view in 800x600. I had some help to get to a screen to change the refresh rate.I have followed the instructions to change the refresh rate but it will not allow any changes to be made. The text is "use hardware default settings" Is there a way of changing this? Now the screen loads witht he intial information followed by the windows loading screen then the screen just goes blank. The system boots as the startup sounds occur. Caan anyone help with these additional problems.
Thanks

Are the new rates you are trying to set compatible with the resolution
you have chosen and the video card you are using and the monitor you are
using?

Flat panels in general have lower refresh rates sometimes just 60 or 60 and
70.

Does you computer recognize the new monitor? Boot to safe mode to get the
screen back. See if the monitor came with a CD

Yes the monitor is recognised as it was working OK at 800x600
yesterday. It was a 2nd hand monitor which came with no CD. If it
helps it is a 15" Proview.

See if you can find a web site and download any drivers they have for
your operating system.

Make sure you have any current drivers for your video card.
