Change IP address

Hi,
To avoid install piratical software, we only let the computer users as restricted user in our company. Now for some reasons, we need them to change their IP address by themselves sometimes. But they cannot do it as restricted user. Do you know how to resolve this conflict? Like changing some key in the registry...
