Change installation language

I friend of mine managed to choose the wrong Windows language version
when she booted her new laptop (with pre-installed Vista) the first
time. How does she fix that? Is there a way to change that, or does
she need to install Vista all over? And how does she do that when it
was preinstalled (does she need to buy a new Vista license, or)?

Her computer no-doubt came with a restore disc or it has restore media
on the drive that is activated during power-up. It will return the
computer to like-new condition and she can start anew.

OK, thanks. Hope she hasn't deleted the restore media or lost the disc
:)
