Change Home Page

I have an existing website and want to update it. The home page is broken
down into a form that has two columns. I want to change the format but it
does not allow me to move the width of the column on either the left or right
side.

Would it be easier to create a new page and identify it as my new home page?

What element is the form? Table, shared borders,..?

I think it is in a shared border format. There is a thin white line down the
middle of the page. I tried applying a theme, and the theme goes behind the
jpg file that is a background. I disabled the background, refreshed it but I
can't move the white line over. Would it be easier if I just created a new
home page?
