change default mail server to Outlook Express

How can I change the default mail server in Microsoft Office Picture Manager
from Microsoft Outlook to Outlook Express.

OE is a mail client not a server. You can change your default mail client in
Control Panel-> Internet Options-> tab Progrms

Note that this is an Microsoft Office Outlook forum.

Outlook Express is family of Internet Explorer and Outlook of the Office
family.

You can't because neither Outlook nor Outlook Express are mail servers.
They are mail clients. Tell us what you really want to do.
