Go to the following website and take a look at the Startup Program Unblocker
utility that MVP Jimmy Brush put together. This may help.
How do I run an administrative program (that needs my permission to start)
every time I log in and prevent the "Windows has blocked some startup
programs" message?:

First of all Vernon, thanks a lot.
But altough your program/ utlity you gave me and which is extremely helpful
it was not the answer to my problem. But I found myself a way out altough not
knowing what exactly happenend and so an explanation for those who have the
same problem.
Again
After switching off DEP with a bcdedit command, on advise of welknown
blogger, the DEP functionality inside vista....the total of DEP (was
gone....so switching on again was not possible anymore
Even within the system, avanced settings ,DEP was totally grey and no
changes possible.
Lots of programs refused to start.
I have only one user account, RCS which is administrator-privileged, and my
dosbox works as an administrator, but no succes.
My cmd command and dosbox where already by a tweak running as an
administrator.
So DEP was switched off and lots of programs where not running....coming up
with an error that the program had a problem and were shut off....and
microsoft would try to find a solution. This after a reboot.
So I switched DEP off and the same nasty problems kept on going.
The screens after rebooting came back 3 times.....and after that the help
popped up about the meaning of DEP.
Being a little worried I de-installed one little program and re-installed
it....but not working.
Again giving the bcdedit command I saw that DEP was switched on.... but
still the problems. As norton360 was one of the programs not starting it made
afraid to hop around on the web.
Then after half an hour thinking, so 1 1/2 day after switching off DEP and
switching on DEP.... without any results ...
I switched again DEP off....and checked out with the bcdedit command
.....result DEP was off.
Reboot and...believe it or not....all worked...and even the uninstalling en
reinstalling of one program was totally not found back.
So I was back in the situation before the adventure of DEP....really...even
changes otherwise where not done.
For me unbelievable and unrealistic.
Going to the DEP by the system and advanced settings...the dep was grey so
no changing possible. I do not try out again.....DEP is off and all works.
Only norton360 had to be re-installed and all is working fine.
The mistery is of course.....what happenend and why I came back in a kind of
system restore point of a minute before the bcdedit command to switch off DEP.
I am happy as can be that everything is ok....but still wondering
why....this strange things happen and what made the computer come back in
oroigin status.
I think that somewhere a bcdedit command is nor 100%.
Hopefully we learn from it....If you switch off DEP by bcdedit and having
problems then...switch it on, reboot and after thar again switch it off and
reboot. Check out by bcdedit iff it's AlwaysOff and reboot...and you are back
in business.
If anyone has a solution or explanation.....great.....
(note, Vista, 680Sli mobo, raid5 and JBOD, 4Gb memory, ATI Radeon 1650 Pro.)
Thanks
