Certain ports blocked (e.g. ftp) without firewall?

I've turned off windows XP firewall service, there is no other firewall
installed. I've turned off all symantec/norton av products. I can't ftp
from my workstation - connect to external FTP sites. I can browse the web
though.

Any guesses? I don't have a hardware firewall and my workstation was able
to connect until just recently not sure if it was software or windows update
that did the damage.

The best way to get problems is to turn off all security devices, and then
connect to the internet.. way to go.. now you will have to check out your
system for all kinds of nasties before attempting to find out what the
problem really was..

great, now you are probably infected with all sorts of worms.

but what do you mean by 'external' ftp sites??? does this mean you are on a
company network or on some other lan? how is it connected to the internet??
have you checked the company policy or the isp's network to be sure they
aren't blocking ftp?

This is a home machine. It isn't the isp, as another machine which is
nearly identical works fine. I can't ftp to my web server or a few other
sites.

As Dave has pointed out (my statement was maybe a little too well veiled),
you will have way more problems now than you started with..
