cert password not asked avery time to read S/MIME mails

hi,

I created Win2K3 enterprise authority, an a couple of users created cert
to test the S/MIME functionality.

once a user receive an encrypted email, the user is asked for the cert
password, but only one per message. once the message has been opened
once, the cert password is not asked again for that message until the
user quit OL and run it again.

it seems that there is a per message cache for the cert password. how
can I make OL ask the cert password each and every time the user opens
an encrypted message, not only once per session ?

we run OL2K3/SP2
