Centrally Managing Outlook settings

What is the best way to manage Outlook profiles
(Other then having roaming profile)

Are there 3rd party software where it allows me to control the outlook
settings of the users, regardless of which work station they login?

Like to define
-default archive path
-Send e-mail as attachment when forwarding

The Office Resource Kit includes the administrative template files that you can use with the Group Policy Editor to control such things as the forwarding setting. Anything having to do with the user's mail profile, such as the default archive file path, has to be managed with a .prf file (or the equivalent from an ISV). There is a good MSKB article specifically on the archive .pst file. See http://www.slipstick.com/exs/olroam.htm#tools for tools.
