Cell pointer

I am using Windows XP and Excel . I have a firewall and a virus protector. Both indicate my system is clear.

Periodically I encounter the problem described below. I shut down Excel and start over when the problem occurs (rarely). The problem occured again today, but this time, shutting down Excel did not clear the problem. On re-starting Excel, each new worksheet has the problem

This is the problem
The cell pointer/cursor locks on a cell. Cells are highlighted in any direction the pointer/cursor is moved . What turns this feature on? How is it turned off
