And see if deleting the UpperFilters and LowerFilters registry entries help, as discussed in this article.

Thanks, but it didn't help. Sometimes the drive window will open, but never
the "what do you want to do" box. Now in the drive window "write to CD" is a
choice under cd writing tasks ...but I get the error message "Can not
complete the CD writing wizard".
Any other ideas?

Hi KLE,
See if information in this article helps.
You can no longer access the CD drive or the DVD drive, or you receive an error message after you remove a CD recording program or a DVD recording program in Windows XP: "error code 31":

Try right clicking the drive..properties..recording tab and make sure
'Enable CD recording on this drive is checked'.
I used top be able to copy files to CD by using CD Writing Wizard in
Windows
XP. I installed some software, which apparently took over that function
(Sonic DLA). I then removed Sonic DLA, and now the CD Writing Wizard does
not come up, and when I try to copy file to a CD I get an error message
that
says "E:/ is inaccessable" or something like that.
How do I get CD Writing Wizard back??? I can't find it anywhere, and a
search doesn't find it.
