CD ROM & CDRW drives device error message (code 39)

I no longer have access to my CD drives. I get this
message when I check the device manager for both: Windows
cannot load the device driver for this hardware. The
driver may be corrupted or missing. (Code 39)

I have tried removing and re-installing and I still can't
see them.

I went on vacation and came back to this!
