Catagory View in Control Panel not Assecible

My Control panel view is locked in the Classic view mode. Folder options
"Show Common Tasks in Folders" check box is ticked. My Computer window looks
normal, (i.e., it has the XP style theme).

Control Panel also has XP theme but the only selections under the little
chevron are "Windows Update" and "Help and Support".

All other funtions appear normal. Is there maybe a Reg. tweak or manual
entry to enable the "Switch to Catagory View" button?

I have screen shot if you need. Thanx.
