Try:

HKLM\microsoft\current version\policies\keyboard\startup

add

dword:keyboard on 3

Here is an option:

Check the BIOS for this info first...
If you can not accomplish it there then go to the registry:

HKLM\Miscrosoft\Windows\CV\Hardware\input\Keyboard\32bit\digits\dontbelazy\h
itcapslock

That can be done for NUM LOCK
(InitialKeyboardIndicators=)
but I've never heard of pre-locking CAPS. Sorry
