canwt install visual studio .net - need to reboot every time

Hellow,

I am a techer, and trying to install a copy of visual studio .net that
received from my school. I insert CD1, klick setup, klick the only option
available siprerequites, and than there is a message telling that there is
another program needs to do reboot so I can install .net . I am rebooting,
but again the same thing.
There is no another program that I know that is running in my computer.

What can I do?

Its HP laptop, XP Home, SP2.

Please help.
