Can't view other computer in workgroup

I have successfully connected two XP systems together using a cat5 cross-over cable, and both computers acknowledge that a connection exists, however neither can find the other computer on the same workgroup. I have done the network setup wizard but to no avail. What must i do to view the other system??? ICF is disabled on both LAN connections, I have no 3rd party firewalls enabed.

Host Computer:
IP Address: 192.168.0.1
Subnet Mask: 255.255.255.0

Client Computer:
IP Address: 169.254.178.185
Subnet Mask: 255.255.0.0

The client computer is receiving an IP address via Automatic Private IP
Addressing. That's why the IP is 169.254.x.x. Do you have a DHCP server or
a router with a DHCP server built in?

Sorry, i'm a little computer lame. Have no idea whether I have a DHCP server or router. For what it's worth i've never heard of such terms before so it's probably safe to assume that i don't.
