Can't view hidden files

Hello,
I can't view my hidden files or folders, even though I have the [show hidden
folder] option in the [folder options] ticked, and it still doesnt show my
hidden files.
I accessed the [folder options] again and it turned out that the [show
hidden folders] box is not ticked, even though i ticked it.
oh and im the administrator of my computer.

One or more options/settings in an ever-growing number of third-party
applications may be disallowing the change(s) from "sticking". These include
but are not limited to Ad-aware's Ad-Watch, Spybot Tea Timer,
SpywareBlaster, SpySweeper, Spyware Doctor, Norton AntiVirus, McAfee
VirusScan and/or Antispyware, and Zone Alarm (Free and Pro).

Did you click "Apply" after selecting "Show hidden files and folders"?
Also, if you are trying to do something with the system, there is
another option just below - Hide protected operating system files
(Recommended).
