From the Windows Help file index that you will find on your own system
by pressing f1 at the desktop:

Accessibility, High Contrast mode

To turn on High Contrast

Open Accessibility Options in Control Panel.
On the Display tab, under High Contrast, select the Use High Contrast
check box.
Notes

To open Accessibility Options, click Start, point to Settings, click
Control Panel, and then double-click Accessibility Options.
To change settings for High Contrast, on the Display tab, click Settings.
If the Use shortcut check box in the Settings for High Contrast dialog
box is selected, you can turn the high-contrast scheme on and off by
pressing the left ALT+left SHIFT+PRINT SCREEN keys.

I've tried your suggestion but when I "un-select" the
high contrast option I get a display that is "magnified"
and "white on black"...

Then I would suggest you do some more reading in the Help on
accessibility options. It sounds like you've got more than one option
going at once.
