Can't stop Messenger from Starting Up

Recently messenger started telling me I have email in my
hotmail account when I turn the computer on. Also, when I
start Outlook Express, it automatically runs messenger.
EVERY possible setting I know of is set to keep messenger
from running at startup and from running automatically. I
have checked the settings in the messenger itself and in
outlook express. They do not seem to have any effect. How
do I stop it; it is driving me crazy. Can I uninstall it
and then reinstall it.

I assume when you mean "when turning it on", you mean on the welcome screen. You can remove
this, download the TweakUI powertoy:
http://www.microsoft.com/windowsxp/pro/downloads/powertoys.asp (see on the right).

After you have TweakUI installed, click Start, All Programs, Powertoys for Windows XP, and
choose TweakUI for Windows XP. In the TweakUI window, on the left, click the '+' next to
Logon, and choose Unread Mail. Uncheck 'Show unread mail on Welcome screen' and click OK.

To stop Messenger from starting with Outlook Express, close Outlook Express, then download
and run this .reg file:
