I can't seem to set the home page to anything. I
typically use "blank" because I don't go to a set page
everytime. However, when I click that button under
the "Tools", "Internet Options" setting it will hold that
setting for one reopening of the browser. The next time
it always puts back this big long number(http://h/n/%
64/.........)in the setting. It also puts an ehttp.cc in
between the address I've entered. I've checked my
computer a number of times and it says there are no virus'
but I can't figure it out. I've even deleted the settings
in the Registry with that setting but it puts it back.

This is caused by a third-party program (adware, spyware,
parasite)

Download, install, *update* and run these two programs:
Ad-aware from http://www.lavasoft.de/software/adaware/
Spybot from http://security.kolla.de/ (Remove items
listed in red.)
