can't send or receive mail

Receiving and sending mail is sporadic. Get the following message when I use
send/receive in windows mail:

The connection to the server has failed. Account: 'incoming.verizon.net',
Server: 'incoming.verizon.net', Protocol: POP3, Port: 110, Secure(SSL): No,
Socket Error: 10060, Error Number: 0x800CCC0E.

Spent several hours on phone with Verizon, only to find they have no
resolution and recommended I contact Microsoft. Have deleted the user
account several times, rebooted the system, disabled AVG virus software. Can
ping to the incoming server but not the outgoing server. In AVG it stated
that port 25 was inactive, and I activated it, to no avail. Any
recommendations at this point is appreciated.

Again, this problem is sporadic. When I first log on to my system (I'm
using Vista home) I can usually receive and send emails, but after the
initial run, it ceases to work.

I am having exactly same problem. I haven't been able to find a solution
either. How have you been going?

Are you guys sure you got the information filled out correctly?

Maybe you should switch email accounts, here's in idea if you don't like
switching email accounts, create a rule on your server to foward all messages
to your new email...

Test to make sure the new account works though on your windows mail, I would
try http://www.gmail.com, I can help you with that setup...

If you used the standard install for the AVG antivirus program, it
sometimes helps to uninstall it and then do a custom install where you
tell it to leave out the part that scans email.

Some internet providers have their better people write instructions
for their web site, instead of answering the phone, so check here:

Does your connection to the outgoing server cross from one
internet provider's equipment to another's? If so, such connections
to port 25 are often blocked to cause trouble for spammers. You
can usually get around this by switching to another port, if you can
find another port the outgoing server listens to for outgoing mail.

Your error message pertains to receiving only, so I can't comment on
the sending part of your problem. Your receive settings look fine.
Completely uninstall AVG, then try Windows Mail again.
If no improvement, I suggest upgrading to WLM:
http://get.live.com/wlmail/overview

If you need help with the sending portion, please post the send error
message.
