Can't send or receive email?

My ISP gave me the incoming and outgoing server information and I still
can't send/rcv emails. The error message I get is:
The connection to the server has failed. Account: 'pop3.live.com', Server:
'pop3.live.com', Protocol: POP3, Port: 110, Secure(SSL): No, Socket Error:
10061, Error Number: 0x800CCC0E

I have Vista, Norton Anti-Virus. I've read about possibly needing to turn
off an email scan but I'm not sure how to do that?

From your email address I would guess you are with Qwest.
Your server names are correct, but not your port number and SSL.

Go to Tools, Accounts, select that mail account, Properties, Advanced.
Enable "This server requires a secure connection (SSL)" (two places).
Change the incoming (POP3) server port to 995 (instead of 110).
The outgoing (SMTP) server port stays at 25. Click OK.

I can't advise you how to turn off email scanning in Norton, since
I don't own anything Norton.

I tried what you said also and it did not work. I changed (POP3) to 995 but
my (SMTP) was set at 587. I changed it to 25. tried to recieve mail and got a
critical error from server. Then I changed it back to the 587 it was and get
the same message I got before changing anthing.

It would have been good to copy and post the error message you got
when attempting a receive with the port 995/SSL setting.

All I can tell you is that the Live.com servers belong to Microsoft, and
Microsoft has specified the port numbers and associated SSL settings here:

To rule out any possibility that your antivirus is causing this difficulty, do a
trial uninstall, and follow up with their debris removal tool:

Then try Windows Mail again, first with your ISP-recommended settings, and
(if that doesn't work) with the settings given in that URL above.
In the final analysis, your ISP is responsible for helping you with their email
service.
