Can't send mail with Windows mail-please help

I've just got a new pc with Vista and that came with Windows Mail. My
e-mailing worked perfectly fine with Outlook but with Windows Mail I can't
send e-mails, this error msge comes up:

The connection to the server has failed. Subject 'Re: Tickets', Account:
'pop.kexi.co.uk', Server: 'pop.kexi.co.uk', Protocol: SMTP, Port: 25,
Secure(SSL): No, Socket Error: 10061, Error Number: 0x800CCC0E

So every time I try to send an e-mail the connection seems to fail and
afterwards I don't seem to receive messages either until I re-boot the
computer.

Any ideas?

Does your connection to that server cross over from one internet
provider's equipment to another's before it reaches the server?
If so, such connections to port 25 are often blocked to cause
problems for spammers. If this case, you might ask kexi.co.uk
if their outgoing mail server listens for outgoing mail on any other
port, and if so, the details of switching to the other port.

You might also switch to using the outgoing email server of the
first internet provider in the link, even if you keep on using the
kexi.co.uk incoming mail server and your return address using
it.

If that doesn't help, what if any antivirus programs do you have?
Some of them cause assorted problems in Windows Mail,
although seldom immediately.
