Can't send email with Outlook

I handle IT Support for a small office of about 30 people using Exchange
Server 5.5 and NT 4.0 and Outlook 2000. A handful of people in the office
also have an external email address on our hosted domain. About three weeks
ago sending outbound email via smtp just stopped. We didn't realize this
because there were no bounced messages or anything, they were just gone. I'm
able to send fine via webmail for our domain name and I'm able to send and
receive using Outlook Express. But I cannot send Internet Mail at all with
Outlook. I have tried more than one smtp server (both our ISPs and our
hosting service's) and I have tried turning on and off server authentication.
When I look at the services on the Exchange Server, Internet Messaging
Service says Manual and is not started, when I do start it then no users are
able to logon to their Exchange mailboxes and I have to reboot the server. I
am completely stumped and any help at all would be greatly appreciated.

I have a similar problem (posted 2/23 also...no answers yet! Multiple

The two computers on my network, each running Outlook 2000 9.0.0.2711, one a
Win 98 SE and the other Win XP Pro, can receive but not send email. I've
called the ISP, checked the mail server settings, reset the cable modem,
firewall, reloaded Outlook without success. I can ping the mail server.
I've bypassed the firewall, turned off all security and antivirus measures,
and still it won't work. It started about two months ago on one computer
(she now uses internet based email to avoid Outlook), and it just started on
the XP machine. What do to??

What does the Exchange error log say when you start up the IMS? Does
it continue running (even though your clients can't connect) or does
it shut down and bring other services down with it? Was it running
before you had the problems and now it's not?

Obviously, webmail isn't using your system at all - is the Outlook
Express client (the one that's working) pointed straight at your ISP
or at your Exchange server for pickup/delivery?

When it was working: do you have your Outlook 2000 clients pointed to
the ISP for delivery of outbound for the external accounts, or are
they pointed to your Exchange server as a relay agent? Are they
seperate email accounts, or just one as far as the Outlook profile is
concerned?

You'll probably get more help if you answer these questions and
re-post this in the Exchange server newsgroups - especially if you
have been using Exchange IMS all along (your clients pointed at the
Internal Exchange server for send/receive of the external accounts)...

Always more words than help ;)
